Work changes depending on open projects.

I am seeing a strange issue that has just been pointed out to me by PMs

When they have a project open, this project contains all resources, there is work for all resouces that are assigned to other projects

If a project manager opens another project in Project Professional 2003, the amount of work for the resources in the open project changes. The change is not drastic, usally between plus or minus an hour per day

I know that actual work only displays per open project but why is the total work assigned changing based on the number of open projects
