Work Offline error

Hi all,
I posting here because I'm having problems with 2 Outlook
clients.
The problem is that when the Outlook gives the users the
option to "Connect" or "Work Off-line" if the user selects
Connect there is no problem but if they choose to Work Off-
line they gets the error: "Microsoft Outlook Cannot start.
Information Store could not be opened".

More Info:
OS: Windows XP / Windows 2000
Outlook Version: Outlook 2000.

If anyone knows how to solve this, please let me know.
