Work Offline options missing from menus and dialogs

I cant find the of the Work Offline options in the menus
and dialogs. For instance, the File menu doesnt have the
Work Offline menu item. Similarly, the Remote Mail tab
isnt present in the Internet E-mail Settings dialog.

I have tried restarting Outlook, rebooting the machine,
running the repair program and even reinstalling the
entire Office suite. But these options still dont turn up!
Are there any registry settings that could be affecting
this?

I am using Outlook 2002 on a Windows 2000 machine.
