Make this folder Available offline option is missing in Outlook 20

I have a user that's running Office 2007 Sp2 with additional mailboxes for
her to manage within her default outlook profile that was created. She is
running Windows XP Pro Sp3.

Issues:

User is running Cache mode and with the option to download shared folders
checked. There is no GPO applied.
When we go to Outlook Tools ---> Send/Receive---> Send/Receive Settings. We
don't see the option to check "Make This Folder Available Offline" on the
additional mailboxes we added.

What have we tried:
We have tried the following steps from this article: 842284 and ran the
repair mode for office including renaming the "Emsmdb32.dll" to
"Emsmdb32old.dll" and allowing the office repair option to install the same
clean DLL again.

At the present time we are still stuck and any pointers or help will be
great. Last thing we want to do is uninstall office completely and reinstall
over again. This still won't give us the root cause of the problem.
