working on a cell formula

I'm trying to make a form that if I put a range of numbers from 10.00 to
13.00 the cell stays the same color but, if it is out of that range, it will
change to another color. is this possible? As you can tell, I'm new to this.

Select the cell or cells,
Formats>Conditional formatting>cell value between 10-13, choose a color!
