XNK Shortcut in Public Folders opens system32 folder.

When two of our users try to open shortcuts in their Outlook 2000 public
folders, their system32 folder opens. For the other 250 or so users, the
shortcuts work fine. This has been driving me nuts for weeks. Does anybody
have a fix for this?
