Hi Cary,
You can try doing the following:
1. Shut down Outlook and made sure mapisp32.exe was also terminated. Reopen
Outlook & check if the problem is resolved.
2. Create a new profile for Outlook & try.
3. Try a detect and repair
4. Try the INBOX repair tool to scan your PST file.
5. Make sure all necessary windows updates are in place.
6. Check if the error occurs only when you are sending encrypted mails.
