Zero availability disregarded by the Resource Substitution Wizard

Hi,

I am using the resource substitution wizard trying to replace a generic
resource with an enterprise resource.
All resources have as bookingtype in the enterprise resources file been
altered in "proposed", to be used by me as the wanted default in new
assignments.
Therefore the checkbox "allow resources with the proposed booking type to be
assigned to tasks" is marked.
The appropriate RBS level and resource freeze horizon are chosen.
In the scheduling options the checkbox "level resources with the proposed
booking type is marked.
And after that the wizard comes up with the suggestion to use a resource
which has an assignment in another project 1) with the committed booking type
and 2) already actual hours spent, in the same week as the task of the
resource I am trying to replace.
What am I doing wrong??????
The Build team from Enterprise tool and the task usage screen confirms an
availability of 0.
Removing the marking of "level resources with the proposed booking type"
does not help, result is no suggestions at all.
Changing back all resources in the enterprise resource file to bookingtype
committed does not help either.
I have run out of ideas, help!

Does anyone has a suggestion?

Stop letting it pick from proposed resources. Proposed assignments
reduce availability but that is ignored when you say it can pick from
resources with Proposed bookings. This ignores the 0 availability if it
is with a resoruce that has those assignments as proposed.
