Project 2002 Standard Re-Install Problems

I am trying to activate my version of Project 2002
Standard that I've been using for two years on another
laptop. I recently upgraded and re-installed on my new
computer but am having problems activating. I have a
volume license and when starting Project am presented
with a warning that says 'please enter a valid product
key to use this product - setup has detected that the
product key is missing or invalid.' I select OK and enter
the volume product key and am then presented with another
message, 'please quit and restart all open applications
for the recent changes to take effect.' I have tried both
restarting the application and the PC to no avail. When
starting the application the same message comes up. Any
help or direction is welcomed and appreciated. Thanks.
