Msg prompt "project should be opened as read only unless..."

MS Project 2003 (11.2.2005.1801.15) SP2 Project Server 2003 SP2

When this project is open in a master project from the local machine the
message belows appears:
"C:\__path\projectname.mpp" should be opened as read-only unless changes to
it must be saved. Do you want to open the file as read only? Yes No or
Cancel.

No tasks are links to other projects. It also ask me this if I open the
project from EPM server. The msg is slightly different:
"<>\projectname.Published" should be opened as read-only unless changes to
it must be saved. Do you want to open the file as read only? Yes No or
Cancel.

Why do I get this message and how do I get rid of it? Orignally this msg
did not appear. It began after we did a replan on the project.

check if this particular project has been checked out by any user and check
it back in

This behavior occurs if the check box for "Read Only Recommended" is
selected in the Save dialog general options. To check for this, connect to
PS and open the file, now click File > Save - In the upper right hand side
select Tools pick list and select General Options from the list. In the
resulting dialog, uncheck Read Only Recommended.
