Trouble Sending and Receiving in Outlook 2003

I have recently restarted this computer after being out of service. I had to
reinstall Office 2003. I set up my e mail account but I cannot send or
recieve. I have the same account set up on another computer in the same
house and it works fine. I used the exact same settings as the other
computer and still cannot send or receive. When I click on Test Settings on
the account screen it is not successful. How do I fix this problem?

Test settings should result in an err report, which might be helpful in
diagnosing

I do not get any error messages when using Test Settings. I get error
message 0x8007007E " Unknown Error" when opening up Outlook and I get error
0x8004210A "Operation timed out waiting for a response from the receiving pop
server when trying to send a message.
