2 MS Office Shortcut Bars on my screen

I have 2 MS Office ShortCut Bars , one on top of the
other, every time I login to my windows 2000 computer. I
use Office 2000. Why does this happen? And, How to I get
rid of one of them? When I disable one, they both go away.
