2003 - 2007 migration template upgrade fails

Hi all,

the last few days I have been busy migrating a customers project
server 2003 content database (holding the project workspaces) to a
project server 2007 (with WSS 3.0) Sp1 environment.

Whatever I do, the upgrade of the pws template of all sites is skipped
because of a microsoft.sharepoint.spexception:
a web can contain only one instance of this listtype, there already
exists an instance (note: I translated this errormessage from dutch)

So here is wat I have done in my last try:
- set up a VPC with WSS 2.0 SP3 dutch being the same config as the
customers
- configured the default website for WSS 2.0
- attached customers content database to the 2005 sqlserver sp2
(indeed no backup and restore)
- removed created content database from the default website
- added customers content database to the default website
- installed project server 2003 template
- run pre-scan tool on the specific url of the default website

on 100% the pre scan tool messages that the
"Operation completed succesfully"
The preugrade xml summary states that the customTemplateName = "PWA"
for each web

- detached the customers content database from sql server
- moved a copy to another VPC holding a fresh install of project
server 2007 sp1
- added the database to 2005 sql server on the PJS machine
- run stsadm -o addcontentdatabase etc.
- found errormessages in upgrade.log

I already tried to do the upgrade on a PJS SP2 environment and I tried
the scenario where WSS 3.0 is installed over the WSS 2.0 but both
ended with the same errormessages

At this point I am quite out of options, so any ideas are most
welcome.

ps. I would enclose a full errormessage if it didn't take like two
pages in Word, but if you think it will help understand the problem,
just let me know and I put it in.

I'd recommend just creating a new template in SharePoint v3. It all depends
on how much work that would be with their customizations, but there were
enough changes from v2 to v3 that I'd be more comfortable doing that than
carrying forward an old template.

If the rest of the upgrade works fine, that would be my recommendation.
