a sort of Countif?

I need help with a formula that will counta (text values,
not numbers) in column 2 of a table array where column 1
of that table array meets user-defined values (numbers)
into non-related cells.

For instance a table has 2 columns. The first column is
just values, say numbers 1-15. Column 2 has data entry for
some of those 1-15. I would like the user to define which
cells he would like to look up (say, column 1...numbers 3-
10) and have excel count how many values in column 2 have
data entry in them that correspond with the chosen 3-10
criteria).

Any help would be appreciated (and a miracle in my book!)
