Does Access 2003 runtime come with Microsoft Office Standard Edition
2003? Will Access Developers need the Access 2003 Developer
Extensions to distribute royalty-free Access 2003 runtime versions to
individuals who already have Microsoft Office Standard Edition 2003?

ACCESS 2003 is not in the Standard edition. You will need the extensions to
be able to distribute 2003 ACCESS runtime versions.

I read on msdn that Access 2003 runtime is essentially the same as the
Access 2003 shipped with Office Pro without certain design time
features. What design time features are omitted. Can users create
basic objects like queries and user tables?

I have used runtime only with my own applications that I sell. In those
applications, I don't allow the user access to any of these things.

My recollection for runtime is that no design work can be done by the user.
It simply runs the application that you developed.
