Access Database or Template for a simple book/equipment loan syste

I am looking to locate ideally a template to modify in Microsoft Access to
allow me to simply loan books and equipment that has a numeric serial number
or barcode. By adding authorised users the equipment or books can be simply
loaned to the user then returned back later on.

Some checks to ensure users are not bringing back the wrong item would be
nice and if an email could be sent to that user informing them everytime they
loan or return an item that would be great.

I am willing to pay someone an agreed amount if they could even write me a
program to do this in access.

It would need a form with "loan equipment" or "return equipment" page to
start.

The user clicks on either box and then with a keyboard barcode scanner scans
the students barcode from their smartcard, then scans the equipment barcode,
and a confirmation of loan appears with an email sent to that student.

Some checks warning of "equipment already on loan" etc would be nice too.

It would need a user database with
Firstname
Surname
Supervisor
Student Number
email address
Location of Working

Equipment/book database would be:

Make
Model
Description
and possibly a entry for a small jpg image

Ideally using our current inline keyboard barcode scanners (that sends a
number as if typed on a keyboard along with a carriage return)
