Access Denied When Sending Large Attachment

I have a user who uses OWA. She uses XP Pro. We have Exchange Server
2003.

She can send small attachments just fine. But when they get to 100 KB or
so, she gets an error message after she clicks the "send" button:

One or more errors occurred while the message was being sent. Error:
0x80070005 Access is denied.

When I go to a different machine, I can open up IE, go to OWA, log in using
her credentials, and I can send the attachment just fine.

I have checked her storage limits in Exchange. She is nowhere near her
limit. She is using maybe 5MB, and we have a 50MB limit. Besides, she can
send the atatchments fine from other machines.

I have checked the files themselves. I created a new .xls file and put a
bunch of gibberish in the worksheet so that it was 27K in size. Went
through fine. I added a bunch more gibberish and copied worksheets so it
was 275K in size. It failed with the error above.

I downloaded and installed all the latest critical service packs, and even
all the optional service packs. Still get the error.

I have tried to send the big files with her virus software and her firewall
turned off. Still get the error.

I thought maybe it was an IE problem, but I compared all the security
settings with a working machine and they are the same.

I'm stumped. I've googled "access denied 0x80070005" and I get quite a few
hits, but it's usually some poor slob like me asking the question, but no
one seems to know the answer.

There is a reference to some DCOM setting, but I'm not sure what service
would be using DCOM.
