accessing project server

We've set up project server, IIS and SQL 2000 all on the
same win2k server. When I go to "configure project
server" from the server itself I can log in with no
problem.

However if I change the address in the browser from
http://localhost/projectserver to
http://xxx.xxx.xxx.xxx/projectserver/ or
http://*hostname*/projectserver I get the login and
password screen but I can't log in with ANY of the
usernames. I'm not sure if this is an IIS or Project
Server or a combinaion of both.

any help would be greatly appreciated.
