Assuming your question is "how to add adobe pdf toolbar in ms project",
that will be done by the Adobe Acrobat installation programme. Adobe
Acrobat is a seperate product from a different vendor than Microsoft.

The adobe writer toolbar that my current client deploys doesn't appear in MS
Project toolbar. It's there by default in all other other MS Office apps.

However, you can create PDF's from the print menu's.

"probably" if you reinstall Adobe Acrobat, it will go in. Or look in
Toolbars to see if it simply is not displayed. Or ... maybe, it
requires the Adobe Acrobat Pro to recognise Project (they entice you to
buy the more expensive version ... far as i can tell no reason).
