ADD ANOTHER FRAME ON THE TEXT BOX ?

For instance, wrote a text in the text box and would like to have another
boarder around that text box where can I go to achieve that?

You can do it two ways. Create two text boxes - one within the other - or
create a shape (Square, rectangle etc) and place your text box inside it.

You can also create a text box and then select the Line tool on the Drawing
toolbar and pick one with a decorative border.
