Add Task in PWA, Forced to Start No Earlier Constraint

Hello,

I am using Project Server 2003. I want my resources to be able to add
a task through the PWA interface. However, when they do this, the
interface requires a start date and does not allow for dependencies.
Therefore, once approved by the PM, the task is automatically added to
the project plan with a Start No Earlier Than constraint. I prefer to
avoid these constraints as much as possible, because it limits the
ability of Project to automatically calculate my project for me. Is
there any way to allow my resources to enter in new tasks in PWA
without being forced into this constraint?

I don't believe so, by typing in a start date (which they must do) then the
task has a start date associated with it, so the process is the same as
typing in a start date in project (which also results in a contstraint).
