Few ways to do so.
One way is to click Format > Background.
Click on the drop down box.
Select Fill Effects > Picture (tab).
Click Select Picture, choose the picture you want, then ok your way out.
Click Apply (current/selected slides) or Apply to All (All slides).
Another way for applying to all the slides is to click View > Master > Slide
Master.
Click Insert > Picture > From File. Select the picture, ok your way out.
Resize the picture so that it covers the whole slide.
Right click on the picture, select Order > Send to Back.
Close Master View.
