adjust encoding for all incoming messages

Hi
I couldn't find any option till now help me adjusting the encoding for all
incoming mails. And to make it my default encoding NOT for Outgoing only.
Moreover I find this option when I open the message in separate window,
choose other actions from the toolbar...but I don't know if I must have to do
this for each incoming message or there is a help solution..
