Is there a way to convert an Illustrator file to Publisher format?

No.
You'd Export your artwork as an appropriate image file... .tif, .png, jpg
etc.
Then use it in Publisher

Actually your question prompted me to try dropping an grouped .ai vector
object(s) into Publisher 2007, and I was totally surprised that it worked
great. Dunno if that will help you or not, but it is something I will
probably do now
