After XP SP2, Outlook 98 Problem

After installing WinXP SP2 on serveral PCs with Outlook 98
installed, Outlook no longer downloads email to the local
PST file from the Exchange server unless the Send/Receive
button is clicked, or when the application is first opened.

We had the Windows Firewall enabled (via Group Policy) and
the following was found in the log:

2004-09-16 10:32:19 DROP UDP 172.17.6.9 172.17.7.126 63208
1117 36 - - - - - - - RECEIVE

So, first I added an exception (via Group Policy) for the
Outlook.exe program. This did not work. I don't know
why???? I even went so far as to add the exception for
all networks instead of just mine.

The only way I have been able to get around this is to
disable the XP firewall completely.

I would like to have been able to try to add an exception
by port number, however, Outlook/Exchange is using dynamic
ports.

Suggestions?

There is no method of locking the UDP event to a specific port in Outlook
97/2002. Outlook 2003 allows one to specific a fixed UDP port for new mail
notifications. (FWIW, this notification can be on any UDP port > 1023)

When you set the exception for the program outlook.exe, did you double check
the path information? (Possibly try a local exception and review the
registry keys. This should help with the domain gpo.)

Yes, copy/pasted the location to make sure that it was not
mistyped. Adding a local policy helps, but it still takes
longer than usual to retrieve.
