I am unable to use this feature because in help it says "Create a new folder
in your web site." 2. in properties "Cancel the selection of the Allow
scripts to be run option." this option is not avalable. It is light gray and
will not let me check the box.

There are 2 possible reasons why this option would be greyed out:

1. You are working with a local disk-based web. Allowing scripts to run is a
web server setting.
2. You are not an administrator of your hosted web site. Ask the
administrator to set it up for you.
