Aprroval For Task Updates

Hello;
I am creating a project with two developers in my project.
They can be John and Peter.
John fills his timesheet and in the My Tasks section he imported the
timesheet that has been entered before.
And then when I go to task approvals I can see the tasks.
First Question : How can I set someone to make the approvals? I set Peter as
project manager and from the category rights I gave him "Approve tasks"
right. But Peter still can not see the tasks that has been submitted by John.
Secon Question : When I changed the owner of the project, shouldn't the new
owner see the waiting approval of that project
Third Question: Can we remove approval need from a project?
Fouth Question : Who can approve the task updates?
