Are there any SIPOC template in Word or Powerpoint

i am looking for SIPOC templates in Word or Powerpoint.

You can insert an animated gif like any image (insert > picture > from file).
Otherwise you could use a PowerPoint add-in like Vox Proxy (www.voxproxy.com).
