Are timesheets required for Resource Management in EPM?

Hi there!
I'm a newbie to EPM. Actually we are just now planning our implementation,
which will be a phased approached starting with Project Management, Resource
Management and Reporting & Analysis. However we are contemplating about
splitting the Resource Management and Reporting & Analysis into two phases
depending on how timesheets are handled--which leads me to my question. Are
timesheets required for Resource Management or can you fill out timesheets in
Project Management without utilizing Resource Management?
