Dynamic Resources and Timesheets

Hello everyone. I find myself in a bit of a predicament and I hope someone
can shed some light on this for me.

I am using Project Pro 2007, Project Server 2007 and WSS 3.0.
I am intending to use the centralized project plan management, project
workspaces, timesheets and data analysis to satisfy a number of requirements
from my executive group.

I have multiple active projects (5-9) at any given time. I have a fixed
number of resources (~30) that can work on these projects (they are stored in
the enterprise resource pool). I would like to have each project updated
weekly via timesheet submission so I can generate reports on progress via
data analysis. I am the only Project Manager. So far so good - doesn't seem
to complicated right?

Here's the snafu: Resources switch from one project to another quite
regularly, like a couple times a week which is impossible to predict
accurately. As we encounter new unknown issues, we move resources around to
deal with them. My issue is that realistically I can't manage task->resource
assignments for all projects and all resources when they change this
frequently.

My question is: If I have several active published plans with all known
tasks defined, how can I make all plans and all tasks available to all
resources (all 30 of them) so any resource can create a timesheet reflecting
time against one or many of the tasks in any plan(s)? I believe I could then
report progress project via Data Analysis.

I'm not sure if or how I can circumvent task->resource assignments while
still providing the resources will the ability to report time against any
(unassigned) task.

Thoughts on how I can do this?
Am I trying too be too "hands off" here?

Steven,
You would probably get a better response if you posted to our sister
newsgroup, microsoft.public.project.server. This newsgroup is dedicated
to the stand alone version of Project.
