assigning a .URL to an image file

Can anyone explain to me or point me in the right
direction on how one assigns a .URL to an image file?

What is it that you are trying to accomplish?

By just importing the image into your web and create a hyperlink to it
create a relative URL such as, ../images/imagename.jpg to the image. To
provide this to someone, you have to convert it to a absolute URL, such as
http://www.domainname.com/images/imagename.jpg

To be more clear i need t submita sample picture to
someone who is requesting it be done as a .URL. Any help
will be greatly appreciated.

If that's what you mean, then more specifically, you need to upload the
picture to your chosen directory. If you uploaded it to the "images"
directory, as below, then that's what your URL would be.

If you meant how to link a picture to something, right-click the picture and
choose "Hyperlink."
