Assigning Administrative Tasks

I have setup an administrative project to track sick, vacation time etc.

I have added the resources to each task that I as a manager need to approve
and track.

I know want to book time for each resource for vacation, etc that has
already been approved until the end of the year. I do not wish to have my
resources re-enter it themselves. Is there a way I can add their
administrative time?

I am using PWA 2003 & Project Pro 2003.
