attachment placement

I still can't figure out why attachments sometimes get
placed in the text and sometimes placed on a line in the
header or how you can control this. Can anyone explain this?

It is being displaed in-line when you are composing in Rich Text format. You
can control the default message format by going to Tools-> Options-> tab
Mail Format. Note that Plain Text is the most and Rich Text is the least
compatible mail format for mail clients other then Outlook.
