Attachment references in Outlook 2003 replies

Unless an email is in Rich Text format, Outlook 2003 replies don't include a reference to the attachment like 2000 did (e.g., << File: spreadhseet.xls >> ). Is there a way to change this? The attachment reference was quite useful. Is it only in Rich Text format that reply attachment references are included? Thanks.
