attachments cannot open?

OE removed access to the following unsafe attachments in your mail

what can you do when this happens? The attachment sent was virus free

In OE, Tools>Options>Security Tab; unclick "Do not allow attachments to be
saved or opened that may......."

Is there a way to do this in Outlook 2003? The option shown below isn't
there, and I can't find a solution in the help file.

Outlook 2002 does not have these selections either. I think most people must be using Express which I don't use. I do not have any problem opening attachments but my friend does. I was sure there would be a way to change the options in security setting but there is not one. Microsoft must want to keep it a secret.
