Attachments not maintained in sent email

I have a user running Outlook 2000 on a Win 98 PC that
just about everytime she sends an email with an attachment
the attachment is not being received within the email. I
have no idea where to turn for something like this
therefore I am submitting this post. Can someone out there
help?

What message format is the user using and what mail program does the
recipient use?

Try having her put the attachment in the body of the
message instead of trying to send it as an attachment in
the usual manner.
