If I change
HKCU\Software\Microsoft\Office\11.0\Word\Options\Startup-Path\ to the
network location, will that effect all users on that computer or will it
only effect the current logged on user. If it (as I expect) only effects
the current user I think this approach is the same as doing it through
Tools > Options > File Locations and will not achieve the desired result.
Can you confirm this please?

network location, will that effect all users on that computer or will it
only effect the current logged on user. If it (as I expect) only effects
the current user I think this approach is the same as doing it through
Tools > Options > File Locations and will not achieve the desired result.

That is correct. Do your users run any logon script? If so, that is the
perfect opportunity to write this registry key for a new user to the PC.
