Auto-retrieve Emails

I have the box checked in Outlook 2003 to automatically retrieve my emails every 15 minutes. It doesn't perform the task, though. My prior version of Outlook did it just fine, chiming to let me know that I had new emails

What am I doing wrong?? (I'm on a DSL connection so constantly connected to the internet.)
