Auto send/receive not working

I have checked the section for sending and receiving when opening and every
10 mins. but I have to manually hit send and receive for this function. It
will not do this automatically. What haven't I done??

Do you mean upon exiting also what version of outlook are you running

I am running Outlook 2003 and when I first start, and during the whole day
(I have it set up for every 10 mins.) I don't have it checked for sending on
exit. I just want it when I first start and during the day., It worked prior
to my computer crashing and a new install.
