Autofit picture to frame Publisher 2007.

In Office 2003, when you inserted a picture into an empty frame it
automatically resized to fit the frame. This does not happen in
Publisher 2007. How do I get a picture to automatically fit in to an
empty picture frame? I can use a shape object eg rectangle to autofit
but not an empty picture frame.
