Automatically creating personal folders

I am an IT manager for a medium size business. We have been having an issue with outlook 2002. The issue is that certain users for whatever reason end up having 10 to 20 personal folders created without them setting them up. Outlook is automatically creating these personal folders.

There is no data in any of the mysteriously created personal folders....meaning there is no .pst file at all associated with the folder...there is only a folder

I have never seen anything like it before....if anyone has any ideas please let me know

A new mail profile for them should fix the problem.
