Availability of Paste Special in Outlook

I run the 2003 version of the SW. On the Edit Menu, I have Paste Special
listed, but it is always grayed out. Any idea why and how it can be changed?

It's available only if you're using WordMail as your mail editor and are
composing an HTML or rich text format message.
