bad POP3 connection

The user is getting the following message after clicking
on the "Test Account Settings" button:

"Outlook could not connect to the incoming mail server".

I have verified the settings to be correct. The same
settings, right down to the username and password, work
fine on another computer.

Ideas?

What version of Outlook is the user running? What happens if you try to
download mail, rather than use the "Test Account Settings" button? The
test-account button does not use the same code as actually
sending/receiving, and so isn't always useful.

Other trouble-shooting steps: Can Outlook Express connect on the same
machine? If not, it's likely that something (firewall, anti-virus software,
etc.) is preventing Outlook from connecting and you'll have to try disabling
such programs to find out what's causing the problem.
