Balancing resources

Hi,
Iam involved in balancing resources for a project which is in the
planning phase, using MS Project 2003.
Currently, the resource usage is not constant. It keeps on changing for
every quarters, ie., for one quarter, the no. of person months is very
high, and for the next quarter it goes down.

Iam trying to solve this by delaying the task to the quarter where the
no. of person months is low.Is this a correct approach? Here the task
duration.should not be changed.

Looks like a good approach to me!
BTW, Project's resoruce leveling does exactly that, so you could ask the
software to do the work rather than you doing it :))
