Banner Ad hyperlink in FP2003

Can anyone tell me why a hyperlinked Banner Ad doesn't
display the usual "hand" when moused over in browser??
The link is good but not obvious (obviously).
version FP2003

Because it's Java, and Java doesn't support the "hand".
