Block internet from Outlook

I have to prevent a few users from using the internet. I have restricted
access to the iexplore.exe for Internet Explorer, however, these users are
still gaining access through the Outlook web address access on the toolbar.
Can anyone tell me how to block access to the toolbar and/or web access in
Outlook. Thank you.

Can you not simply take away their default gateway or proxy address?

Give these users static IP addresses, and do not enter anything for Default
Gateway. That way they cannot contact the Internet router.
