Blue down arrow in Importance field

I have Outlook 2002. There's a blue down arrow in the Importance column for
one of my sent (I assume it was successfully sent) emails. What does the
blue arrow mean?

I can't for the life of me find any explanation anywhere in the help system
to explain what any of these symbols mean that show up in these column
headings (fields?) Where can I find out what all these symbols mean?
