I have created (2) separate documents that are 4 pages each. However, I need
them to be (1) 8 page document. Is there a way to combine them after they
have already been created?

Open two instances of Publisher (one
document in each instance) and tile them.

Add 4 pages to the target document.
(Insert / Page / 4 / OK)

Copy / Paste the contents of each page
from one document to the other.
