I want to know if Project is a good tool for managing budgets and for
comapring price offers?

It's a great tool for estimating budget for projects and tracking
performance against plan but I can't even begin to fathom how you could use
it to compare price offers! It is work scheduling and cost estimating tool,
NOT an accounting tool.
