build a form others can not modify in word or publisher

I work with several people who are not very savy on th PC. I need to design a
flyer layout they can add info to with out things moveing or asking the about
an over flow. I have Word Excel and publisher. I anyone can give me a push in
the right direction I would realy appreciate it.
